Resolved
From approximately 4:00 AM until 5:50 AM PDT, a networking issue prevented all messages, in both inbound and outbound filtering, from being delivered downstream. The messages were held in our internal message queues, and no messages were lost.

We have worked around the networking issue, and messages are now being delivered normally. We are continuing to investigate the root cause.
